The Outlaw US Empire Has Declared War Against Russia and the Multipolar World
Following on the heels of Lavrov's statement made yesterday at the 30th Assembly of the Council on Foreign and Defence Policy where he stated: "The choice we have taken is made easier by the fact that the 'collective West' has declared a total hybrid war against us," [My Emphasis] today Russia's Ministry of Foreign Affairs issued the following PR:
"On May 16, a meeting of the Board of the Russian Foreign Ministry was held, which considered the tasks of Russian foreign policy in the radically changed geopolitical realities that have developed as a result of the hybrid war against our country unleashed by the West – under the pretext of the situation in Ukraine – unprecedented in scale and ferocity, including the revival in Europe of a racist worldview in the form of cave Russophobia, an open course for the "abolition" of Russia and everything Russian. It is stated that Washington, having completely subjugated the "collective West", has passed the point of no return in its obsession at any cost to assert its total dominance in the world and suppress the objective process of forming a multipolar world order. Thus, the United States and its satellites directly violate the principles of the UN Charter, including respect for the sovereign equality of states, demand recognition of the right to interfere in internal affairs and use force anywhere in the world at their discretion.
"The aggressive revisionist course of the West requires a radical revision of Russia's relations with unfriendly states and the comprehensive strengthening of other areas of foreign policy.
"In this context, the issue of preparing a new edition of the Foreign Policy Concept of the Russian Federation in accordance with the instructions of the President of Russia was discussed.
"Following the meeting, a resolution was adopted." [My Emphasis]
Missing is verbiage invoking Article 51 as grounds for Russia to defend itself against this declared Hybrid Third World War, that's not just declared against Russia but the entire Multipolar World.
Again, Russia has announced that the Outlaw US Empire has de facto and de jure declared war against Russia although the Empire's Congress hasn't formally done so. Russia will in turn revise its overall Foreign Policy Concept given this new reality. I repeat, Russia has announced that a state of war exists between it and the Outlaw US Empire, which would include its NATO vassals. Finland and Sweden might want to consider what that state of affairs means for their interests.
Today a meeting of the CSTO was initially convened to observe its 20th anniversary as an organization that was formulated on the Collective Security Treaty that was initiated 30 years ago almost to the day. In his opening remarks, Putin noted:
“I hope that the Organization, which in previous years has become a full-fledged international structure, will continue to develop, bearing in mind the difficult times. But I would like to note in this connection that in 1992 and in 2002 there were also difficult times, they never end.”
CSTO heads of state were invited to make a short statement prior to the signing of prepared documents and the meeting moving behind closed doors. President Lukashenko was first to speak and noted:
“Today's meeting is taking place at a difficult time, as Mr Putin has just said, a time of redivision of the world: the unipolar system of the world order is irrevocably becoming a thing of the past, but the collective West is waging a fierce struggle to preserve its positions.
“All means are being used, including in the area of responsibility of our Organization: from THE rattling of NATO weapons near our western borders to a full-scale hybrid war unleashed against us, primarily against Russia and Belarus.
“NATO is aggressively building muscles, dragging Finland and Sweden, which were still neutral yesterday, to itself in the network, acts on the principle of "who is not with us, is against us", hypocritically continuing to declare its defensive orientation. Against this background, the truly defensive and peace-loving position of the Collective Security Treaty Organization looks in contrast.” [My Emphasis]
Lukashenko noted the increasing build of NATO forces opposite Belarus's borders and the worn out excuses for their presence. He remarks, “ we have not seen this before … From whom they are defending - guess for yourself.” Later, after detailing NATO's build up in Poland and the Baltics, he makes this observation and draws a very serious conclusion:
“So far, in the West, including in Washington, we are witnessing only a desire to prolong the conflict as much as possible. For this purpose, Ukraine continues to be pumped with weapons. The goals are clear: to weaken Russia as much as possible, "drowning" it, as they say, in this war, or you can make it so that it burns wider – we are also witnessing this. If this is the plan, then, probably, no one will be able to sit out.” [My Emphasis]
And that indeed is what the future likely holds--a much wider war involving more nations. Give that, Lukashenko urges his CSTO comrades to gather together in solidarity, the degree of which has yet to be shown by the CSTO, unfortunately, and was exploited by the West where it ought to have been repulsed.
President of the Republic of Kazakhstan Kassym-Jomart Kemelevich Tokayev spoke next and called for “pay[ing] even more attention to ensuring the security of the southern borders of Central Asia” and the need to rapidly escalate “the development of the Organization's peacekeeping capacity is an absolute priority.” Given that part of the Outlaw US Empire's Terrorist Foreign Legion remains in Afghanistan, his suggestions are quite apt.
President of the Kyrgyz Republic Sadyr Zhaparov spoke next. He echoed President Tokayev's Afghan concern:
“The current international situation is not encouraging, both in terms of global security and the world economy. Security threats and military-political tensions have come close to all borders of the CSTO's zone of responsibility. There are attempts of third-party interference in the internal affairs of the CSTO member states….
“The situation on the southern borders of the CSTO remains very alarming, primarily due to the unhindered activities of radical religious and terrorist structures in some Afghan provinces, whose external sponsors have their own far-reaching plans for Central Asia. I believe that Afghan issues should remain at the center of our constant attention and analysis. In this direction, it is necessary to implement the entire range of political, diplomatic and military-technical measures to ensure security. And at the same time, it is important to provide humanitarian assistance to the Afghan people, among whom there are our relatives.” [My Emphasis]
He then touches on a topic not yet mentioned, the illegal sanctions's affects that Russia has dealt with successfully but other CSTO nations struggle with:
“Our great concern is the war of sanctions. The Kyrgyz economy has not yet recovered from the coronavirus pandemic, as the sanctions situation is already causing a threat to food and energy security, macroeconomic stability and social stability.
“In these circumstances, there is a need to discuss and develop a common approach to mitigate the sanctions consequences and prevent the deterioration of the socio-economic situation in our countries. Such an opportunity will soon present itself in Bishkek during a meeting of the Supreme Eurasian Economic Council and the first Eurasian Economic Forum.” [My Emphasis]
As we saw with the attempted Kazakh Color Revolution, the importance of continual internal development must be addressed so stability can be enjoyed, something which is much easier for Russia to do thanks to its resources than other former Soviet nations. In revamping its Foreign Policy, Russia will need to pay closer attention and expend greater efforts to build up the abilities of its Near Abroad which form Russia's first line of defence in the South.
President Putin spoke next and discussed CSTO achievements and NATO expansion, while singling-out two very important points--Bioweapons and Nazism:
“The problem of ensuring biological safety also requires the most serious attention. We have long sounded the alarm about the military-biological activity of the United States in the post-Soviet space.
“As you know, in our common region, the Pentagon has created dozens of specialized biological laboratories and centers, and they are not engaged in providing practical medical care to the population of those countries where they have launched their activities. Their main task is to collect biological materials and study for their own purposes the specifics of the spread of viruses and dangerous diseases.
“And now, during the special operation in Ukraine, documentary evidence has been obtained that in the immediate vicinity of our borders, in fact, biological weapons components were created in violation of the Convention on the Prohibition of Biological and Toxin Weapons, possible methods and mechanisms for destabilizing the epidemiological situation in the post-Soviet space were worked out (although he omitted the fact of the actual use against the people of Donbass).” [My Emphasis]
And on Nazism:
“Unfortunately, neo-Nazism has been rampant in our neighboring country, Ukraine [and elsewhere] , which means that some of our partners from the so-called collective West turn a blind eye to their activities. And all this is accompanied by an unprecedented surge of rabid Russophobia in the so-called civilized and politically correct countries in Western society.
“Yes, we hear, and I record this in conversations, we are told: well, there are extremists everywhere. Yes, it's true: there are extremists everywhere, one way or another they get out of hiding and manifest themselves. But nowhere, and I want to emphasise this, nowhere at the state level are Nazis being heroised – nowhere, and nowhere in civilized countries, are the authorities encouraging thousands of neo-Nazi torchlight processions with Nazi symbols. That's not what's being done anywhere else. Unfortunately, this is happening in Ukraine.” [My Emphasis]
On NATO expansion, Putin makes the following distinction:
“As for enlargement, including at the expense of the new members of the alliance – Finland and Sweden: Russia, I would like to inform you, colleagues, has no problems with these states. Therefore, in this sense, there is no immediate threat to us – expansion at the expense of these countries – for Russia. But the expansion of the military infrastructure to this territory will certainly cause our response, and what it will be, we will look at based on the threats that will be created to us. That is, in fact, problems are created in a bare place. Well, we will respond accordingly.” [My Emphasis]
Most have a good idea of what sort of weaponry the Outlaw US Empire will want to emplace in Finland and Sweden--missiles. In the case of Finland, it will break two very longstanding treaties with Russia if it becomes a NATO member while Sweden will be breaking all OSCE security treaties it signed. Putin was very polite in his public statement, but IMO his words in private will be rather different given the current state of affairs.
The President of the Republic of Tajikistan Emomali Rahmon mostly reiterated the points made by those who already spoke while emphasizing then need to increase capabilities, solidarity, and awareness of Afghan developments. Armenian President Nikol Pashinyan spoke about the solidarity issue, which he notes has been a thorn for awhile, and about the CSTO response to Armenia's conflict with Azerbaijan:
“Regarding the votes of the member countries of our Organization. Of course, such a problem exists. Often our votes are not very synchronous, but it should be noted that this is not a new issue. This has accompanied our Organization for a long time. Armenia has repeatedly raised this issue, and we have repeatedly discussed this issue in our working order. I think it's obvious that this issue also needs further discussion.
“As for interaction and mechanisms for response and rapid response, this is also a very important issue for Armenia, because, as you know, last year, just in these days, Azerbaijani troops invaded the sovereign territory of Armenia. And Armenia appealed to the CSTO to use the mechanisms that are intended in the Regulation of the CSTO's Response procedure to crisis situations of December 10, 2010 – a document approved by the Collective Security Council. But, unfortunately, we cannot say that the Organization reacted as expected by the Republic of Armenia.
“For a long time, we raised the issue of arms sales by the CSTO member countries to an unfriendly country for Armenia, in which these weapons were eventually used against Armenia and the Armenian people. And that's also a problem.
“To be honest, the reaction of the CSTO member countries during the 44-day war of 2020 and after the war did not make the Republic of Armenia and the Armenian people in general very happy, but I want to emphasize the special role of the Russian Federation and personally the President of the Russian Federation Vladimir Vladimirovich Putin in the suspension of the war in Nagorno-Karabakh.” [My Emphasis]
Clearly, the CSTO has some fence mending to accomplish. Armenia did pledge its continuing commitment to the CSTO and vowed to work on its improvement. Unfortunately, no link's provided to the series of documents signed, one of which was a Joint Statement of CSTO's current vision. Also, since this was the public part of the meeting, more serious discussion of the Hybrid War declared against Russia was muted. Another aspect not mentioned above is the ongoing coalescing of the various Eurasian organizations--CSTO, EAEU, SCO, etc.--into what will likely become one supra-organization underneath the SCO's wider arms. I should also note that Putin engaged in individual conversations with all CSTO Presidents after the meeting.
On the decision of Finland and Sweden, RT has a good report based on Putin's above remarks noting in its conclusion that the anti-Russian propaganda played a decisive role in altering public opinion.
Meanwhile, there's trouble brewing in the Outlaw US Empire's “backyard” as more nations decide to skip Biden's OAS-sponsored Summit of Americas, which is a very good sign of the increasing independence of Latin America, which IMO has been a very long time coming. The tepid response of ASEAN nations at the summit convened by Biden also shows that organization's determination to remain independent and not become a tool of the Empire. Taken together, the opposing sides of our Hybrid Third World War are solidifying with 1/8th of the world being driven by the Outlaw US Empire's whip, while the other 7/8s are forming up behind the Multipolar Bloc led by Russia and China. IMO, that portion of the world backs the policy proposal laid out by Putin in his video speech presented at the 2021 WEF Davos confab that was again reiterated within the February 4 Joint Declaration of Russia and China:
It is clear that the world cannot continue creating an economy that will only benefit a million people, or even the golden billion. This is a destructive precept. This model is unbalanced by default. The recent developments, including migration crises, have reaffirmed this once again.
We must now proceed from stating facts to action, investing our efforts and resources into reducing social inequality in individual countries and into gradually balancing the economic development standards of different countries and regions in the world. This would put an end to migration crises.
The essence and focus of this policy aimed at ensuring sustainable and harmonious development are clear. They imply the creation of new opportunities for everyone, conditions under which everyone will be able to develop and realise their potential regardless of where they were born and are living
I would like to point out four key priorities, as I see them. This might be old news, but since Klaus has allowed me to present Russia’s position, my position, I will certainly do so.
First, everyone must have comfortable living conditions, including housing and affordable transport, energy and public utility infrastructure. Plus environmental welfare, something that must not be overlooked.
Second, everyone must be sure that they will have a job that can ensure sustainable growth of income and, hence, decent standards of living. Everyone must have access to an effective system of lifelong education, which is absolutely indispensable now and which will allow people to develop, make a career and receive a decent pension and social benefits upon retirement.
Third, people must be confident that they will receive high-quality and effective medical care whenever necessary, and that the national healthcare system will guarantee access to modern medical services.
Fourth, regardless of the family income, children must be able to receive a decent education and realise their potential. Every child has potential.
This is the only way to guarantee the cost-effective development of the modern economy, in which people are perceived as the end, rather than the means. Only those countries capable of attaining progress in at least these four areas will facilitate their own sustainable and all-inclusive development. These areas are not exhaustive, and I have just mentioned the main aspects.
One month ago, Putin made an announcement that was muted by almost all media, even Russian media, although I made it a headline and repeat his words here once again as Putin knows very well what the stakes are in our Hybrid Third World War:
What's happening today? Today, the system of the unipolar world that developed after the collapse of the Soviet Union is being destroyed, that's what is most important. The main thing is not even the tragic events taking place in the Donbas and Ukraine, because this is not the main thing. Much is said that the United States is "ready to fight Russia to the last Ukrainian." And they say, and we say, in fact, this is how it is. That is the quintessence of the events taking place." [My Emphasis]
That's what this war's about: the final destruction of the Fascist Dream to dominate the world and the deployment of new organizations aimed at developing people as opposed to increasing profits for the few at the expense of the many and the final eradication of the Four Fears and the flowering of its opposite, The Four Freedoms: Freedom From Want, Freedom From Fear, Freedom of Speech, and Freedom of Worship that were promised the World 81 years-ago.
