Yu.Kozarenko: Good afternoon, dear Vladimir Vladimirovich!
My name is Yuri Kozarenko. I am the CEO of Transport of the Future, EFKO Group of Companies.
For a year and a half, Transport of the Future has been developing universal drones of various types. The main ones are drones with a take-off weight of 700 kilograms, including 200 kilograms of payload. Realizing the need, we started developing drones weighing 60, 30, 12 kilograms. In order to reflect the status of developments, I ask you to watch a short video where we will show our developers and flight tests of our unmanned aerial vehicles.

During the project implementation, the company has generated tangible assets. We have formed and continue to form design teams, developed and formed pilot production of key structural elements of components. These include proprietary composite propellers, electric motors, control drivers, and power electronics. These include avionics and flight controllers, communications, body parts, composite and electrical components. Today, more than 70 percent of the key structural elements of our drones are already in-house production, and the aircraft themselves are at various stages of testing and flight testing.
So, in 2022, we already carried cargo weighing up to 200 kilograms in unmanned mode on large drones. We evacuated conditional victims weighing 100 kilograms or more. We made take-offs and landings on various untrained surfaces, because our drones do not need airfields and platforms. We flew over rivers and flew a lot over fields, testing, of course, the resource of each element, and the drones themselves. Understanding the subject matter, we worked with ministries and departments. The screen now shows our work at the Ivanovo Fire and Rescue Academy, where we interact with the Ministry of Emergency Situations.
The company understands the importance of work, we provide employees with the necessary types of housing, decent wages, and corporate transport. We create conditions: kindergartens, schools, medical and diagnostic centers. Today, the company understands that in order for employees to be involved in their work, they must understand who is currently dealing with their children, whether their wives or spouses are employed or not, and that they have the opportunity to help their parents.
We create a development zone, a competence center, and attract those people who take an active creative position in life and are ready to learn. For these purposes, the company has created a research and education center for higher management, where we teach people to select a team, build management systems, work with scientists, and work in such a way as to achieve maximum results.
To date, the company has invested more than three billion rubles in the drone project. And we continue to develop key structural elements and aircraft. Today, our localization is not 100 percent – lithium-ion batteries and again microprocessors are required. But here we continue our work: together with the scientist Evgeny V. Antipov, we have developed a technology for the production of domestic lithium-ion batteries based on domestic anode and cathode materials. To date, such cells have already been obtained and tested, and they have achieved a specific capacity of more than 200 watt-hours per kilogram, which corresponds to the best world analogues, and, most importantly, such lithium-ion batteries are inserted into our drones today, which means that they can be used.
We are working on developing batteries with a capacity of 300 watt-hours per kilogram. But we do not expect that we are already setting up a plant for the production of complex lithium-ion batteries with a domestic component base at our company's site in the Belgorod Region.
By the end of 2023, we expect the plant to be operational. Today, the foundation has already been filled in, walls are being built, and equipment is being purchased. The capacity of the plant at the first stage will be about five megawatt-hours-with the subsequent, of course, much more multiple scaling, while achieving the results of the technology and its development.
This experience that we are getting in the Belgorod region, we plan to scale to other regions as well. We are optimistic about the list of your assignments for the development of the UAV industry.
According to the objectives of this list, we have carried out separate work and have already agreed with the Governor of the Samara region on the target indicators for the development of logistics business using drones in the region. It is planned to implement this within the framework of an experimental legal regime. There are two key tasks: the first is, of course, scaling production, which we need, and the second is creating standard business models.
We will start with two key missions this spring. The first is the delivery of cargo: medicines, food products – on drones across the Volga River and along other designated transport corridors, and the second is the monitoring and processing of agricultural fields. We see standard business models as the key task to implement in this region. Why? Because it is the business model that will help to solve and identify the holistic tasks that are necessary for the next development of the industry. This includes the creation of scientific and technical councils, but such decisions of scientists that will be reflected in specific elements – the maximum parameters of applicability and in unmanned aerial vehicles. This is the formation of a production base for such structural elements, the assembly of UAVs, a flight test complex, and the integration of UAVs into the common airspace. Of course, personnel training, infrastructure development, certification and security.
Such a business model, as we can see, will take into account the opinion of the consumer, business, and service and determine the role and place of the state – social utility [is achieved] in a cost-effective way, where the role of everyone is defined. And most importantly, such a model will be standard and scaled not only throughout the country, but also exported in the future.
Dear Vladimir Vladimirovich, the list of your instructions for the development of the industry allows you to count on the support and implementation of the project not only to us, but also to more than 200 companies of the newly emerging industry that we are presenting here today and that the Agency for Strategic Initiatives first brought together at the end of 2022 as part of the VDNH exhibition, where we also took part.
To solve these problems, we are now actively involved in the working groups created by the Government. But there are no illusions, we realize that only a short way has been passed, and we still have a lot of work ahead of us. And we are ready to continue to engage in this work, realizing the obligations that we will need to fulfill.

Vladimir Putin: Yuri Vladimirovich, did you serve in the Marine Corps?
Yu.Kozarenko: That's right.
Vladimir Putin: And then, in a private company, they worked in the tax planning department, that is, they looked for loopholes in the tax legislation.
Yu.Kozarenko: Only it was carried out.
Vladimir Putin: But, by the way, what did this work, the search for loopholes in the tax legislation, give you? You've been looking for a way to create the best possible business environment, haven't you?
Yu.Kozarenko: Our company pays all statutory taxes.
Vladimir Putin: I don't doubt it.
Yu.Kozarenko: It was an opportunity to model 110 legal entities, distribute pricing, and understand the role of each.
Vladimir Putin:I understand. But still, while you are working, practically working in this area, how would you work in this fiscal area in general, if you were on the other side, on the other side of the barricades, on the side of the state?
Yu.Kozarenko: The current system is actually effective. Therefore, the introduction of 2-VAT, and reconciliation of invoices – and again, the Tax Service has always heard us. We have always been public and showed our targets. We understand that in order for the state to function, tax payments must be made. And an effective bid – yes, it should be, on the one hand, effective for business, but, on the other hand, interests… This is that model of social utility in a cost-effective way for everyone. And the role and model of the state is also present in this.
Vladimir Putin: I'm looking at the help: you have worked and are still working as a director for crisis projects, so what is it about? The fact that some structural divisions or small companies get into a difficult situation, right?
Yu.Kozarenko: Yes.
Vladimir Putin: Then you worked to get them out of this difficult situation and show them the future development paths. How do companies get into this difficult situation, and why? And what ways have you found or are still finding to put us on the path of normal, effective development?
Yu.Kozarenko: Everyone always has different problems, but the solutions are always found in the personnel, personnel and management decisions that are available. Of course, in any case, it is necessary to evaluate first the personnel that is available – both the management and the team. Form a concept of activity: what are the goals, what is the current crisis situation, what can we expect? Next, create a concept of the organizational structure, how we can spend the available resources in order to achieve these goals. Train the staff in the necessary competencies, if they are not enough, agree on the allocated resources, the motivation system, and, having already agreed, of course, help in everything: both control functions and insurance functions. And then, God forbid, [there is] hope that we will get out of the crisis situation.
Vladimir Putin: Such specialists are trained by the Marine Corps.

Dear Vladimir Vladimirovich, Dear colleagues!
This discussion – the Supervisory Board is essentially a discussion, Mr Putin-shows how informally the Agency for Strategic Initiatives operates. And the task of the expert council is to promote just any informal idea or initiative so that it deserves either a whole direction in the agency's work, or it will be reported to you within the framework of the forum "Strong Ideas for a New Time".
In 2020, the first such forum was held, and you told us that now, according to your Decree, the forum will become an annual event. So we decided to transform this network organization of experts ' work. Together with Maxim Stanislavovich [Oreshkin] and Svetlana Vitalievna [Chupsheva] we put together a big event and agreed to transform the expert council. Now there are hundreds of experts who work on a full – time basis-informally, without payment. The Council brings together about three thousand experts from Moscow and other regional centers. All those who have the opportunity to work by evaluating the ideas that are submitted to the ASI platform are involved in this work.
I can only say that in 2022, during the preparation of the forum "Strong Ideas for a New Time", more than eight thousand different ideas and projects were processed, and only 11 of them were reported to you within the forum. I must say, Mr Putin: even though 11 [projects] are submitted for your report, only at the final stage with the Presidential Administration are we working on about 40 projects that are equivalent in terms of their strength and detail. We are limited only by the conventions of time. At the same time, we take into consideration the projects that are not reported to you in any case.
When we formed the already updated expert council, we agreed that the reverse side of working with experts would be all possible support from development organizations headed by VEB.RF. Currently, VEB has been responsible for 12 other organizations for the past two years: for small projects – the SME Corporation and the Industrial Development Fund - and up to the largest industrial projects that VEB. RF is supposed to serve.
We work with the largest partners. Some of them are presented here. We see them today, they participate in the work of the supervisory board. These are the largest banks: Sber, VTB, Rosselkhozbank, PSB, Rosatom, Russian Railways, and other organizations. And of course, these are the largest research centers, technology companies, and just project teams that have started developing startups, and they need support at some point.
As for the projects that were reported to you in the summer of 2022 – I would like to tell you about two such projects, and how we picked them up. This is " Eco.Tsekh is an environmental project to create a youth campus in the city of Baikalsk, Irkutsk Region. This project was reported to you, and active work is currently underway on it. And the most important thing is that the environmental center and training of specialists in the field of ecology takes place on the former industrial site of the Baikal Pulp and Paper Mill. The work is going on actively, and we see a great interest on the part of young people in the development of this project.
At the same time, together with the Government, we are developing legislation on ecological trails in order to create appropriate institutions for the development of eco-tourism without disturbing the ecosystems in the Russian Federation. Such legislation exists in other countries, and we believe that we need such legislation, even in the most modern forms, for the development of eco-tourism and in general for the development of the country.
Another project was presented to you – this is educational robotics "Robbo". And I must say that several development organizations supported this project, including we are now trying to promote the idea of creating appropriate educational classes in the Republic of Belarus.
Svetlana Vitalievna [Chupsheva] spoke in great detail about such projects as family multifunctional centers, which are open somewhere, we plan to open somewhere. And I should probably say, Mr Putin, that through the efforts of the ASI, regional authorities, VEB and the expert community as a whole, we have managed to combine the competencies of the quality of life rating that is being launched in the regions, which I understand the regional heads will be talking about, together with the product that VEB is developing – This is an index of the quality of life in cities. This is a big, complex expert work.
Among other things, you said: who will evaluate it? Vladimir Vladimirovich, there are technologies that are independently supplemented with new tools. They are not subject to interference from those who, for example, want to get the best rating in bad faith.
Of course, such technological solutions and rating opportunities should also be developed on an international basis. If you look at the format of the Eurasec and the SCO, I think that with such major partners we can develop the business climate and other fundamentals, including the experience that we have, for example, in rating universities – We can develop these competencies in the Russian Federation both independently and with the help of international partners.
Perhaps, probably, this is all, Svetlana spoke in sufficient detail about the work of ASI and the expert community.
Vladimir Putin: Please, Svetlana.
S. Chupsheva: Mr President, I would like to present to you and your colleagues the results of the second Quality of Life rating. As I have already said, these are two key tools for us when working with regions, thanks to which we also have the opportunity to exchange practices. Our colleagues have already brought out the top 20 of the quality of life rating. I'd like to tell you what we thought.
This year we have more than 140 indicators. Vladimir Vladimirovich, these are statistical indicators that we take from Rosstat, official data. These are geoanalytical data that we also take from the system and verify with the regions. This applies to the infrastructure that is located in the region, its accessibility to people and proximity. And most importantly, these are direct surveys of citizens, people who live in the territory. It is very important that we have a very large database of respondents, and we interview, of course, not only residents of the capitals, but also residents of rural areas and small towns, which gives us the opportunity to really weigh the result and look at the problems that people are talking about and the opportunities that exist in the region.
This year, 260 thousand people took part, or rather, according to the results of last year. As a result, even in the smallest subjects, quite a lot of people were interviewed. For example, in the Nenets Autonomous Okrug – 930 people, this is enough to just talk about some trends and draw conclusions.
Vladimir Putin: Look, the Chechen Republic has improved in all its indicators.
S. Chupsheva: Yes, we were there.
Vladimir Putin: In the overall standings, the eighth place out of 20, social protection is in second place, and in terms of security in general, in first place.
S. Chupsheva Vladimir Vladimirovich, out of 85, we simply show the top 20 here, because we have agreed with the regions why we should rank and choose who is better and who is worse. It is very important for us to show the regions how to work with this tool, and the region already receives its own detailed map with all the data – data from the best regions, the national average.
Vladimir Putin: And what does "education and development" mean, what is this indicator?
S. Chupsheva: There are several blocks. Some of the infrastructure has geo-analytics data.
Vladimir Putin: Mordovia takes the third place?
S. Chupsheva: Yes, there is a very strong school of general education and there are a lot of Olympiad participants and students who enter technical and mathematical universities from Mordovia. We looked at it last year and conducted an analysis: there are strong math schools that have been established for a long time, such a tradition, and very strong preparation in general education.
You have already seen the top 20 leaders-Moscow, St. Petersburg, and the Tyumen Region-top this ranking.
Vladimir Putin: "Inclusivity and equality – - did Sevastopol come out on the third place?
S. Chupsheva: Yes. This is exactly all that is said about the accessible environment, about the attitude towards people with disabilities, about opportunities for people with disabilities.
Remember, Mr President, we discussed the commitment index, where people say that they are ready to live in this region and see the future of their children [here]. And then we have St. Petersburg and Sevastopol-these are the most patriotic regions, where residents are very committed to these regions, despite some difficulties, of course, that everyone has.
We have just entered the top 20, compared to last year, with the previous rating, four regions: the Moscow Region, the Chelyabinsk Region, the Sakhalin Region, and the Samara Region. Here, our colleagues worked in areas where we saw bottlenecks. The Governor of the Moscow Region and I met a lot, invited representatives of federal non-profit organizations, also met with local residents, and discussed why there were low ratings for some indicators. And the region has done a lot of work – 11th place, a lot has been done in terms of public services, services in the social sphere, medicine, and social support for citizens. We see the result.
The largest growth was shown by the Moscow Region (as I mentioned), the Novgorod Region and the Saratov region. You have also seen leaders in individual categories.
And I want to say that based on the results of both the investment rating and the quality of life rating, each region, the governor approves, in fact, an action plan for the year. For example, there is a problem somewhere in the provision of medical services. This applies to the duration of recording, complaints about the unavailability of a particular service. [The problem] is being sorted out, we are already looking at what practices, what solutions, where, and what new resources can be used. Again, I gave an example, the same Sakhalin region, where they, in fact, converted it into a figure and gave access to the general schedule of specialists in order to see already and correctly form the load. This is not just about big money, but about efficient use of the existing infrastructure and just proper navigation and configuration, and somewhere strengthening human resources. Vladimir Vladimirovich, we can see how this has worked in the investment rating. The same work is currently being done on the quality of life rating.
Here I have a special thanks to Sergey Sobyanin, who also heads the State Council's working group on municipal administration. You just instructed us, together with the State Council working group, to review the rating methodology and analyze the first results of the rating. We met with all the participants several times and also adjusted the methodology. We have 400 proposals only from the subjects, we took into account this year. And once again, our common task – and everyone understands – is not to give ratings, but to see how this tool can be used in a managerial way, to get feedback from residents, to understand what problems and priorities to choose, and to select projects, best practices, implement and monitor them.
I will give you an example of the Moscow Region, which has just significantly increased in the rating. Colleagues launched the Social Services app: the process of choosing the necessary services has become more convenient and simple. You can use it to rent rehabilitation equipment, call a social taxi, order a carer, find the nearest social service center, and get help from a volunteer. Not surprisingly, satisfaction with receiving social services increased by 36 percent over the year.
Vladimir Putin: The fact that Kabardino-Balkaria is in second place after Moscow in terms of public services is, of course, very pleasant and even unexpected.
S. Chupsheva: Yes, it's interesting.
Mr President, I would like to say that overall satisfaction with the availability, speed and quality of social services has increased significantly.
Vladimir Putin: The Kamchatka Territory is second in terms of cleanliness and ecology, while Adygea is third?
S. Chupsheva: Yes, well done. That is, we see that it does not depend on the wealth of the region. Remember, we also discussed these risks, Mr Putin.
Vladimir Putin: Depends on the quality of management.
S. Chupsheva: From the quality of management and teams.
In the Novgorod region, the share of the population with monetary incomes below the subsistence minimum has decreased by six percent. The priority regional project "Formula for Success of my family"also worked here. A third of the citizens who signed a social contract under this project, at the end of its validity, the income exceeded the subsistence minimum.
We analyzed responses from almost 8,000 people about the main sources from which they learn about social services. And most of the respondents received information from social service employees, social service centers, medical organizations, and relevant official websites. In total, this is about 24 percent, which is very good.
The education sector showed good dynamics in all indicators. Parents note that it is now easier to enroll children in kindergartens and schools. And of course, there are more of them, because within the framework of the national project, Mr Putin, and the instructions given to the Government, the corresponding infrastructure is being created in each region, kindergartens and schools are being built. We see that the problem answers that were there a few years earlier are no longer there.
In the same Moscow region, the assessment of the quality of secondary vocational education based on the applicability of knowledge and skills in work increased by 25 percent. Professional education and training programs were certified in the region with the participation of representatives of employers.
As for housing and infrastructure, the share of households with Internet access has increased from 75 to 81 percent, which means that our citizens have more opportunities for education, self-development, finding the necessary information, various consultations, and access to the necessary services and support.
People are improving their living conditions. The rating shows an increase in the number of mortgage loans, including through the implementation of programs to support young families at the regional level, and here, too, the feedback is very positive.
Projects to improve the quality of drinking water are being successfully implemented in a number of regions. So, in the Saratov region – one of the leaders of growth in 2022 in this indicator – work was carried out on 14 objects of centralized water supply systems.
Of course, at the same time, the efficiency of the same services in different regions and, accordingly, their satisfaction with their work remain very different. The problem of logistics requires special attention both from the point of view of public urban transport and communication between localities. While the transport system is developing unevenly in Russian cities, the rural areas certainly have significant growth points.
In medicine, the waiting time for a planned hospital admission has been reduced from 15.5 days to 11 days. These are survey indicators, the user experience that people who have used this service talk about, and we record it.
There are good results in cancer prevention. This is a statistical indicator. Now malignancies at the first and second stages have been detected more often, which means that the possibilities for a complete cure of people, of course, are multiplying.
Healthcare digitalization is actively underway in the regions. There are quite a few excellent solutions. So, for example, the practice of the Republic of Mari El: call a doctor at home, "smart" schedule of the polyclinic. Again, following the example of other regions, we have reduced the burden on registries and improved the availability and quality of primary health care services. In fact, what took a person eight hours-today in a second, in a minute, you can provide this record and access.
I would like to draw your attention to the fact that these data help us to form individual solutions for each region, and most importantly, to involve experts and residents here, to get feedback and implement those projects and practices that have already successfully proved their effectiveness.
Here we have a storehouse of practices – this is, of course, Moscow. Sergey Semenovich is always open, and always shares, and gives other regions the opportunity to connect to some resources and services for free. These are practices of poor regions – you saw that in the rating they are also included in the top 5, top 3 regions, and we describe them. We have the Smartek information system, and we also showed it to you, Mr Putin. Today, there are already about a thousand effective solutions. This is just a library, and we also have experts there. There are about two thousand experts who are being reviewed and updated. We record which regions have made which decisions. They post and share their repeated results, which is what happens. This seriously saves resources, and most importantly, allows regions to effectively use the infrastructure and services, create new services, and adapt them to the needs of citizens, to the needs that people are talking about.
We also plan to take a separate look this year with Sergey Semyonovich, our colleagues, and members of the State Council's working group to see what has happened in the work for [2022], so that we can adjust this work this year.

Sergei Sobyanin: Mr President, good afternoon.
We share our experience and technologies, and we do it actively, on your behalf. Indeed, in accordance with your instructions, we are working with ASI to adjust the quality of life rating.
I must explain why we have such a heated discussion there, hundreds of comments on which we must somehow find a compromise. I think this is quite obvious, because we are in contact with the most important areas of social life in our country, which are most sensitive to the population. And it is not the ASI that has identified this, but the national projects that you have approved by your Decrees, which are the basis of all this work. And the huge work of the Government of the Russian Federation, ministries and departments, and constituent entities of the Russian Federation. By the way, their personal ratings mostly depend on the areas we are talking about today.
Nevertheless, ASI has its own niche, because it relies to a large extent on population surveys, directly on feedback from the population, first of all. And secondly, a huge pool of various social initiatives that come from subjects, businesses, people, and experts is gathered on the site, on the ASI platform. And this platform, the ASI platform, where these practices are exposed and actively implemented in different regions, is, in my opinion, a necessary and important work. In particular, Moscow has currently put up about 130 different practices on the ASI platform – from the smallest to the largest, such as the supplier portal, which is already used by half the country. This is a supplier portal aimed at helping small and medium-sized businesses that can find a customer from anywhere in the country in the person of state authorities of subjects or municipalities, and transactions are made there – hundreds of thousands of transactions annually. And of course, this is a good tool for work, and it does not require the creation of any special mechanism for subjects, just connecting both authorities and businesses to this service.
For example, the Moscow Longevity project is very popular in Moscow. It involves and actively participates about 300 thousand elderly people, people of the older generation – Muscovites. We are talking about creating clubs at the place of residence, clubs ranging from cutting and sewing, ending with computer classes, physical education classes, outdoor activities, and so on. People feel in demand and involved in public life.
Such a project as "Moscow Electronic School", which on your instructions we not only put up on the ASI portal, but also started implementing together with the Ministry of Education and the Ministry of Digital Development in the regions. Last year we implemented it in Kaluga, and this year we started actively implementing it in the Moscow region. I think that further we have a number of regions that want to connect to this service. I think it will be in demand.
These are the projects that we are preparing today for placement on the platform. One of these major projects is artificial intelligence, computer vision, reading MRI and CT images for detection of 17 nosologies today. Millions of tests take place there, diagnoses that are made on the basis of machine reading. This project will certainly be in demand, and I am sure that we will actively develop it together with the social block of the Government and the Ministry of Health.
This is a fairly simple project, like a personal assistant in the field of oncology, but very important. We are talking about the fact that in the city there is a whole squad of administrators who guide a person from the slightest sign of cancer to diagnosis, treatment and subsequent monitoring. One person leads the patient simply by the handle in all instances. Because when a person finds himself in such a situation, when he has such a terrible diagnosis, he simply does not even know where to go, what to do with it, and there every day is very important.
Such projects as, for example, life cycle contracts in the field of healthcare and medical equipment. We have a huge amount of high-tech medical equipment in the country. But, as a rule, it is purchased under one-time contracts, and then the regions themselves are forced to service it. The effectiveness of such contracts is low, because huge resources are required to maintain [equipment] in a normal state.
Life-cycle contracts are not new, of course, but they have their own specifics in healthcare. Nevertheless, in our practice, we already see that they provide savings of 20 percent in the life cycle, on the one hand, and on the other hand, a high level of constant availability of this equipment.
So I must say, Mr President, that the ASI platform, aimed at sharing practices, is a huge focus on social initiatives, [it] gives its results. So, I think this is the right tool.

Dear colleagues!
First of all, I would like to thank the Agency for Strategic Initiatives for its constructive cooperation and positive assessment of our work.
Thus, within the framework of the national rating of the state of the investment climate, Tatarstan is traditionally among the top three regions.
The quality of life rating has become an effective ASI tool. It allows you to identify problematic issues that concern citizens, and use the ASI tools to find solutions to them.
So, within the framework of Smarteka, we have adopted 7 practices from other regions and shared 33 of our practices, ten of them are already being implemented in 14 regions.
I will focus on some practices, the introduction of which allows the region to improve the quality of life of citizens. In particular, in the healthcare sector, this is positional monitoring of the health status of pregnant women, the Svyaz project. The republic's experience has already been implemented in Ingushetia and the Nenets Autonomous Okrug and has become one of the best at the forum "Strong Ideas for a New Time". The introduction of this system allowed doctors to determine the risks of pregnancy complications, respond to them in a timely manner and thus save the lives of 16 thousand women and their children. I would like to note that the opening of a new perinatal center in Kazan this year will also be an important project for maintaining the health of a newborn.
The rating rightly notes the high level of doctors ' administrative workload, which is 59 percent in the republic. To solve this problem, on the basis of the Republican Clinical Hospital, we have implemented the standards of the quality system and informatization of medical care HIMSS. This made it possible to reduce the time required for making medical decisions by three times and improve the quality. We plan to replicate this project in the rest of our medical institutions.
I would like to note that all the measures implemented in the republic are aimed at increasing life expectancy. So, according to the results of last year, it grew by more than three years in the republic and amounted to 74.58 years.
In terms of social protection, we have published six practices in Smartek. One of them concerns preventive assistance to employees in case of planned reduction, and it allowed to provide temporary employment and retraining to 25 thousand people in Tatarstan. This experience has also been applied in the Amur Region. This practice, together with the support measures you have adopted, has allowed the republic to reach a record low level of unemployment. It is 0.36.
Today, it is important to adapt the training system to the needs of production. A good example here is the Alabuga Polytech center for training workers, where students are taught by real engineers from the factories of the Alabuga special economic zone, as well as the work of KAMAZ with technical colleges. In total, we have created 45 resource centers in the Republic in recent years. We are very actively working with [the General Director of the Agency for the Development of Professional Skills Robert] Reusable. We implement all WorldSkills standards. I think this is a very good school. Of course, KAMAZ and Alabuga are examples. Taking into account the positive experience of Alabuga Polytech, we also sent this practice to the agency for replication.
Another of our good experiences is the Talent University, which allows us to identify talented young people. The results of last year are as follows: 237 schoolchildren of the republic became winners and prize-winners of All-Russian Olympiads, and we are in third position. Currently, this practice is being implemented in five regions of our country.
The rating pays great attention to the accessibility of children's education. To this end, over the past 10 years, we have built 253 kindergartens for 40 thousand places and 76 schools for 48 thousand places in the republic. This year we are also planning 11 schools and four kindergartens.
Thanks to federal support, these facilities meet modern requirements and are equipped with advanced equipment. It is important that when building schools and kindergartens, we use re-use projects. This allows you to build, first of all, high-quality objects and at the lowest cost.

On behalf of the region, I would like to thank you for supporting the construction industry. Of course, this is an extension, including a preferential mortgage. When building housing, it is important to pay attention to creating a comfortable environment not only in cities, but also in rural areas. In this work, it is also necessary to take into account the opinion of citizens. So, based on the wishes of 2015, we have a program for the development of public spaces, we have equipped 367 new ones, and we have discussed each of them with the population.
Since 2019, we have been running the "Our Yard" program. We have improved 3379 yards of apartment buildings.

And today, one of the best small business support systems is being developed step by step. This would not be possible without a regional track. And here is the national rating of the investment climate in the constituent entities of the Russian Federation (there is a separate block, one-fourth of this block is measures to support SMEs), this rating has forced the regions to systematically engage. The regions have their own excellent measures to support small businesses. For example, there are unique tracks in Moscow, Tatarstan, and the Moscow Region. I call the top three according to the investment climate.
Thanks to this joint work and the fact that our largest development financial institutions – Sberbank, Promsvyazbank, Vnesheconombank, VEB-have provided an umbrella guarantee-this is one big team that works constantly: with recommendations from business, through business associations… I would like to mention all business associations, including small, medium and large businesses. And this has an effect, we have learned to work effectively at the time of a pandemic. In other words, many measures are being taken and implemented on the spot. There is a result that is supported by objective figures. We have every reason to believe that the national goal was achieved ahead of schedule thanks to such work.
What would we suggest in this regard? It is correct that business associations are also connected to the social standard, because there is a lot of social business there, which also determines the quality of people's life and how they live in the regions. But we think that with the help of the accumulated experience, we need to return to rethinking the SME development strategy, which was adopted in 2016. We now have completely different databases, we already have a completely different system of support for SMEs in the country, and perhaps we need to think about a new iteration of the SME development strategy. By the way, this is exactly what Svetlana Vitalievna [Chupsheva] said-in general, the country's place on the world stage, and, of course, the 209th law on the development of small and medium-sized businesses, taking into account the accumulated proposals, findings, and developments-it is also desirable to conduct an audit and get out already on the new version of this law.
We have such a wish: to start this work – and on the eve of the even bigger political cycle-the presidential elections of the Russian Federation. From our point of view, this work would be timely and useful.
Separately, I will say about inclusivity. The accumulated experience in the framework of the national projects "Easy Start" and" Self-employed " allows, thanks to these support measures, to include people with disabilities in social and economic activity as self-employed and aspiring entrepreneurs. Of course, we may need to add some funding somewhere and provide some special measures for disabled people who want to become self-employed, who want to start their own business. But this is definitely correct, and in Opora we have such proposals to involve people with disabilities in the entrepreneurial activity of small, start-up businesses.
Now follow the international track. At Opora, we absolutely support the idea that you should not get bored and only work on your own market. Small business exports are showing double digits no matter what. Moreover, we are now focusing on the Arab world, China, India, and Africa, and there are a lot of small businesses there. And we go there, and it's easy for us to work there.
But the only thing we need is that if our banks could have more yuan in cash, or dirhams, so that, for example, we could receive our travel expenses in hard currencies, go to these countries and pay them off safely, as we did in principle in the 90s, there would be no cards and everyone did. If you were at a meeting with the leaders of these countries, Mr Putin… I know that these are such subtle issues, but we lack the currencies of friendly leading countries with which we have developed relations, including thanks to you.
Now for new territories. We have already opened three branches of Opora Rossii-in the Kherson region, in the LPR, in the DPR, and within a month we will also open them in the Zaporizhia region. I've been there three times.
When there was an aggression against the Donbass, all the mayors of cities tell us that they survived thanks to small businesses. That is, big business disappeared, but small business filled everything, filled the shelves. They are still working there, despite these barbaric attacks. We believe that it is important to join this process in order to bring the quality of business activity up to Russian standards. Together with the Agency for Strategic Initiatives, we are also ready to connect our regional offices and work in this direction.
In conclusion, I want to say the following. Teamwork gives results, and customer-centricity gives results. That is, when our proposals do not stack up on the shelf, and the Government implements everything in the shortest possible time together with the Central Bank, development institutions, and SME corporations. I think this approach has shown its effectiveness, and I think we should continue to work in this way.

I would like to focus on two points that were made today.
Of course, improving the availability and quality of services in the social sphere is our common task, and we are jointly solving it: both the Federation, the constituent entities of the Russian Federation, and ASI. Svetlana Vitalievna [Chupsheva] today presented us with a document called "Regional and Social Standard"as part of her report and presentation that was made before the meeting. But when she reported, she was no longer talking about the standard, but rather about the problems that our citizens face when receiving certain types of services – not only social, but also in other areas. But I want to talk about social issues.
It seems to me that this is not so much a question of a standard, since the subjects of the Russian Federation have their own approaches to implementing certain measures, but it is just about finding the right – I will use this term-routing of a person so that the quality and availability of services are clear and obvious to them, so that there are no obstacles, which he often encounters.
Therefore, I think it would be very important for the Agency for Strategic Initiatives, together with the Government and the regions, to look at the areas of work that we are currently implementing together with the regions as part of this social initiative.
What I mean. Svetlana Vitalievna said that the situation with the payment of benefits has improved. We are implementing the Social Treasury project, as you know very well. Infrastructure is being changed – 34 regions, and this year 39 regions will implement a long-term care project. 47 regions are implementing an assisted living project. Today, eight family-owned MFCs were mentioned. There are also two regions that are implementing a project on social rehabilitation and habilitation, and so on.
It is very important for us that such projects – some of which are being implemented in a pilot mode, and some are already being distributed throughout the country – immediately develop best practices and immediately have feedback. We have it, but if ASI joins in, it will have additional synergy, when they will already understand on the newly developed tracks what prevents citizens from receiving a high-quality service.
Such work, I think, would have its own result, and not a simple standardization, which is so heard when the term "regional social standards"is pronounced. It seems to me that this would be much more important and necessary for citizens as well.
Natalia Vadimovna [Polyanskova] spoke here today about the experience that is being applied in the Samara region in providing social services to children who were demobilized after a special military operation. Vladimir Vladimirovich, we have already reported to you that this institution of social support, which was partially mentioned in the report, I think it will be very much in demand in the near future. We are now preparing a corresponding report on your instructions and, as you rightly said, we would be grateful to Natalia Vadimovna if she also provides her experience in the Samara region.
And briefly, one more point that I wanted to focus on is what was said from Robert Nailevich [Urazov]: the reset of the powers of the WorldSkills agency due to certain circumstances – the suspension of our country's activities.
In general, I [agree] with Robert Nailevich's assessment that maybe everything we could get, we got, we are able to develop ourselves in some areas. But Robert Nailevich said that the agency has handed over what concerns secondary vocational education to the Ministry of Education, and would now like to focus on training already working personnel.
We have absolutely no objections to this, but the topic of reallocating financial resources from what WorldSkills used to do to new activities was carefully discussed. I'm just focusing on the following. We have some money in the budget, which was supposed to be used to hold national championships according to WorldSkills standards, but now we don't have to hold them due to certain circumstances, but there are certain difficulties in redistributing them, which are related to two circumstances.
First of all, Robert Nailevich must clearly present and coordinate, including with the Ministry of Finance, where he intends to spend it and how to spend it, this is the first thing. And secondly, if it is agreed, it will take into account our rigidity in relation to the allocation of resources of the Reserve Fund, and then we will have to return the money to the Reserve Fund, and the Ministry of Finance will have to meet halfway and allocate this money. I am specifically focusing on this, because it is not such a simple procedure as it seems – to take and redistribute financial resources. I'm just asking you to follow this particular track, if possible.
And as for the training of workers in the framework of secondary vocational education – we have taken the best, Mr Putin. Together with the Russian Union of Industrialists and Entrepreneurs, we are currently preparing a corresponding professional skills competition in St. Petersburg. This is not an analogy of WorldSkills, this is ours, and this event will be held specifically for those professions that are currently in great demand in the Russian Federation, and we feel this, including for the employment of our children in military-industrial enterprises.
